The job usually gets rotated between the services.Gen Dempsey was the last one from the Army 2011-15. Previous to that he had been Army Chief of Staff. I don't see him having trouble getting through the Senate confirmation process.

There hasn't been so much rotation lately. The Army had the job before the current chairman (who's a Marine) but the Air Force hasn't had one since 2001-2005.

Dunford got his job in 2015 replacing Dempsey.Why Trump passed on the CNO or CoSAF I don't know,it happens.

Given his central role in waffling and flip-flopping on the still-pending publication (https://www.armytimes.com/news/your-army/2018/10/25/armys-detailed-iraq-war-study-remains-unpublished-years-after-completion/) of the Army's Iraq war study, he seems like an appropriate choice -- a pliable, uniformed bureaucrat who will avoid any hint of bad news or potential blame.
