The problem I see is communication.
I expect that staff have been working a long time to prepare options for consideration and decision. But remember, TB is a committee of Cabinet Ministers. So recommendations to them is considered a Cabinet Confidence, so everyone up to and including the MND...
The TB ministers would have to establish such an allowance. There may be areas where CDS or another position could be delegated some authorities within the structure of the allowance.
The NDA is quite clear about who has authorities - Section 35 states who can set rates of pay, and rules for reimbursements and for allowances.
Plot twist: the CDS has zero authority in that space.
