Are the SEV kits easily installed and removed? If so, maybe it is possible they plan to keep most vehicles in a basic cargo configuration, and install kits only when needed.

CTV NewsNet just reported some additional info....apparently, the LAV had to violently swerve to avoid another vehicle that was approaching late at night on the highway without its lights on. This apparently some preliminary info offered by the army.  Unfortunately I can't link to the story...
