Actually you can still order them with points, or at least you could earlier in the year. I ordered one around Aug/Sep 2007 and used only points.

There was one guy on my IAP course that had completed university. He received NO transfer credits of anykind.
However, one of our "pod-mates" completed CEGEP (I think that's the correct acronym) and he received some transfers.

Just out of curriousity, would a DEO offer be relatively "easier" to attain as opposed to an ROTP or CEOTP offer? I don't ask this specifically of PLT, but of any trade in general?
