I am thinking that those armoured police wagons we are sending over will get used for a lot more than border patrol considering that the assault on the trenches was conducted from Toyota? with a cab mounted machine gun. I'll bet they will soon mount weapons and used them in assaults.
or take the 295's and put them to some use as transports then go out and buy real airplanes for SAR. The air force use to have cosmos for local i.e. 2 to 3 hour shuttling.
trams, buses and subways only work in major urban areas. Less density means empty buses which then cost a lot more per ride and pollute a lot more per capita than the PMV. It is either that or you force people to walk to the major routes and that won't wash at minus 10 or in a snow squall...
a course is fine provided you are going to put into practice on a regular basis those things you learnt on the course and that means regularly, not once a year

you could also use Churchill and forget about the east coast entirely. Granted it would be a short shipping season but with enough hulls it could be quite profitable
While you are dreaming, why not build new Buffalos with the DH6 cockpit. Viking probably has templates and plans for a pressurized version that would supplant the 295 and satisfy our needs in the north to boot. Buy about 24 of them to make it worthwhile.
I don't think it would matter if the hull was painted grey or red, white and blue. Any hull carrying military gear is going to be targeted. But having a standing fleet capable of carrying your gear, whether civil or naval should be a no-brainer. The only difficulty with civilian is crewing...
