Was the 9mm round used by the sten gun also the same round used for the German Luger and mp38/40?

"Also called the 9mm Luger, the 9mm Parabellum was introduced in 1902 in the Luger automatic pistol. In 1904 it became the official military cartridge of the German navy, and two years later was adopted by the German army."

And yes, it was although the ammunition itself was most likely different. i.e. weight and type of bullet, etc...

yes and no....
there is some 9mm made, for quite some time, that is designed for sub-guns only, higher puressure then the original WWi pistol ammo.  Think +p++, it can blow up a pistol or at the least wear it out very fast.  Sub-guns can fire pistol ammo fine, but bad things can happen the other way around, especially is it's an older gun.

It's quite noticable in a sub-gun, for example a S&W-76 shooting pistol ammo was about 600 - 650 rds per minite, with sub-gun rated ammo, 700-750 and with some notiable punch down range, and more reliable feeding.
