Before you get dog-piled on this one, I'd strongly suggest searching the forums for information on this topic.
But to answer your question in the shortest and simplest way; Yes. The same reasons apply. It's the same as wearing a Non CSA approved hard hat in a civilian job site (one that cares anyway); most insurance companies base their coverage on weather or not the proper safety equipment is used, and the best way to ensure that is to sanction only specific equipment which has been tested and approved.
As much as Dragon Skin is awesome, the CF has yet to sanction it's use. Even if the CF did, there are many other variables to consider as well; cost, maintenance, etc. And even if the soldier purchased it privately, the same rules apply as with any other privately owned kit; if it gets lost, stolen, destroyed, etc. the CF will not reimburse. If it becomes contaminated, it will be destroyed... so use at own risk. Troops would have to weigh the risk.
