German concept-Aufstragstaktik

I can't remember what the word is, or how to spell it more precisely, it was a german concept sounded like "Auftragstaktic" or something like that.  It had a lot to do with initiative and responsibility.  could someone clarify this for me?

As well, read William Lind‘s "Maneuver Warfare Handbook" for a good explanation of the practical application of the theory.

I think the best example of Aufstragstaktik given was when an American General visited a German Brigade commander during a NATO exercise. The General was shocked when he asked the German where his battalions were and got a shrug with the reply "How should I know."
