What is the difference in law or policy between a uniformed MP in a civilian area stepping in to stop an act of violence that they witness, versus pulling over a car being driven in a clearly dangerous manner?
Both permitted by law and policy, so long as you're not hunting for it.
The key factor is "public interest".
Is there public interest for an impaired driver to be stopped? Absolutely.
