New Democrats are calling on the government and opposition parties to consider two proposed measures relating to the Canadian Forces: the creation of the position of Inspector General and the appointment of a civilian Judge Advocate General.
NDP Defence Critic Jack Harris (St. John’s-East) and NDP Foreign Affairs Critic Paul Dewar (Ottawa—Centre) today proposed these reforms to increase transparency at DND.
“Creating the position of Inspector General would boost the integrity and efficiency of the Canadian Forces, and boost confidence inside and outside the military,” stated Jack Harris. “The Inspector General would have the ability to examine procurement decisions, perform audits and investigate serious matters such as detainee transfers. The US and Australia and already have similar offices.”
The creation of the position of Inspector General was one of the recommendations of the Somalia Commission of Inquiry and has been identified by some as a possible solution to the Afghan detainee issue.
“The appointment of a civilian Judge Advocate General would be a first in Canadian history, although Britain and Australia have had this for some time,” said Dewar. “Questions have been raised about the legal advice given on the detainee issue. Drawing on experience from beyond the military and outside the chain of command would increase confidence on the part of members of the military and Canadians.”
