The Army evidently is short junior grade officers and Majors in some specialties. I good opportunity if these officers are being integrated into the RA. On rereading the info it looks like promotable Majors are excluded.

The Call to Active Duty (CAD) Regular Army Program is available to selected Reserve (RC) and National Guard (NG) component officers. Special branches (CH, JA, and AMEDD) are not eligible under this program.
Current CAD MILPER Message #17-052 will expire on 7 July 2017.
Mobilized officers who are not within 120 days of REFRAD/Separation date from their current tour, are restricted from applying for the CAD program.
The CAD program policy affects all Active Competitive Category (ACC) Branches, Functional Areas (FA), and Warrant Officer (WO) Military Occupational Specialties (MOS).
The CAD program is open to warrant officers in MOSs:
