Actually it applies only to officers surprise. And it is 50 of your
tuition and books, up to a maximum of $2000.

I was in one of the focus group talking about this particular issue and,
yes, it is just for officers - for now.
we were told the CDS, when reviewing the package, directed the program be
expanded to include all ranks asap - it boils down to money.

Ah.
I see.
Ok, then.
Well, Matt, let‘s say I get both QL‘s done this summer, and then I‘m a
reserve member as an enlisted man until I‘m ready to go to University.
Could I then, with the approval of my officers and or/their blessing for me
becoming an officer, undergo the necessary officer training whilst at
university, making the bursary applicable to me?
Seems logical, but whatever.

Yes, as long as you had your Phase 1 completed, it would still apply to you.
