"The custom which necessitated every officer drinking His Majesty the
King‘s health in port is no longer enforced as long as an officer‘s
glass is filled, to enable him to join in the toast, it is immaterial
whether it contains port, sherry or water." - Customs of the Service
Advice to those newly commissioned by A.H.S., 1939
And I believe the connection between toasts with water and King George V
was based on the Royal Family having a "dry" household throughout the
war. IIRC

I always believed that a toast, particularly the Loyal toast, had to
be drunk with a spirit port or sometimes madeira is acceptable but
recently an old comrade has tried to convince me that a toast may be
drunk with water, this permission having been given by King George V.
All I know is that when the Loyal toast is given, the member should be
given the option of wine or water, never both, in case the respondent to
the toast is a Jacobite follower of Bonnie Prince Charlie as are/were
many Highlanders who would secretly toast BP Chas by passing their wine
glass over top of the water glass to toast BP Charlie "over the water -
in exile in France".
