I was an instructor for 031 YTEP in Wainwright in the 80s. It was a 031 direct entry process (no Cornwallis or St Jean) with at least 13 Platoons running at one time. Not to mention Meaford etc etc etc....
I really liked and enjoyed it and am still in contact with some of my soldiers. 
It was so neat to see them bused in from across Canada and meld together.  The bonds between some kid from Sask and one from Hfx.
I see so much money wasted on the job creation and incentive programs that really don't address the individual training of our youth and young adults. To provide YTEP again would aid the country and give the participants some pride and self-esteem.
If we were to push say medic, field engineer and the combat arms with a detour to the navy upon completion we would have the opportunity to test drive the YTEP recruits for 11 months with employment for a year (one month off at the end). 
We then hire the best and thank the rest.  Would look good on a otherwise empty resume. 
This would be a help to our reserve units as well.  As some may not have liked being away from home or family permanently but liked the training. Thus our new enhanced territorials.
This would be way better than EI or welfare and instill some important character qualities (honour, pride, work ethic, loyalty and respect).  Like Katimavik (sp) we would have our youth learn of Canada from others as well as some travel.  We have the bases, just use the militia tent cities and it would be like a big camping trip.  Fairly empty Sept till May....
Please spend the money on people and jobs and not like now on administrative and smoke and mirrors.  They did this in the 50/60s and called it soldiers apprentice or boy soldiers and they still meet on a regular basis and are some of the finest men I know.  Just think if you focussed on the high school drop outs or kids with issues, we could educate those in need.  This form of instruction works well wit ADD or ADHD.
Think about it.    I have my children in the Forces and I have seen the positive changes and maturity.  So the system is still beneficial.  :cdn: :salute: :salute:
