The Reserve Data System (RDS) was in place from 1976 through 1998, and contained pay and Human Resources information on members of the Reserve Force. Its pay functionality was replaced by RPSR, with the HR information replaced by HRMS.

Unfortunately, the Department of National Defence has not adequately maintained the data from RDS and it is questionable whether any data is still readable. Accorind to one source within DND, efforts to recover the data from old copies have been failed, and efforts are underway to identify another source of the data.

The Revised Pay System for the Reserves delivers Class A, Class B, and domestic Class C pay to members of the Reserve Force. CCPS pays Regular Force members, as well as Reserve Force members who are employed on Class C Reserve Service.

Prior to the introduction of RPSR in 1998, reservists in Atlantic Canada were briefly paid by the Interim Reserve Pay and Personnel System, or IRPPS. The roll-out was unsuccessful, as inadequate training, a poor data infrastructure and a lack of preparation combined to create an adminstrative and financial morass. With lessons learned from the roll-out of IRPPS, the repacked application, now known as RPSR, was introduced nationwide with significantly fewer problems.

RPSR replaced the Reserve Data System, a personnel-intensive mainframe computer system which relied on 11x17 sheets with carbon paper between multiple copies which were fed to a data centre at FMC Headquarters.

Cj6: Fix PPCLI link

The C7A2 was a "mid-life" service upgrade - albiet done on the LCMM - SA's (Life Cycle Material Manager Small Arms) meager budget.

The C7A1 had been criticized especially by 1VP in Kosovo as being cumbersome, and very awkward to adapt to night operations - so much so that members where often stuck with a pistol during some operations since in body armour they could not effectively use the C7A1 with its fixed buttstock. A Company, 1PPCLI had been lent a number of KAC (Knights Armament Company) M5RAS (Rail Accessory System) that provided an aluminum M1913 Picatiny rail handguard for the attachment of flashlights and Infra-Red lasers (at that point the Insight PAC4A and B). Similarily a large quantity of the C79 ELCAN scopes were non-servicable due to wear (or poor design) so something was going to have to be done about the Forces' principle small arm.

C7A1 w/M5RAS
The time frame conincided with the fact the USMC had recently released a requirement for the M16A4 - which was effectively a M16A2 with a flat-top receiver (a la C7A1) with a M5 RAS, the US Army had decided that they required a shorter modular weapon and had ordered full scale transition from the M16A2 to the M4 (and M4A1 for SOF).

For reasons that still baffles the Land Force, the LCMM and Diemaco quoted the Army $834.93 for each M5 RAS when the Army went to consider a modular handguard section. Having seen the memo from KAC to Diemaco (right of first refusal on small arms contracts) the CF was to pay $220 USD -- or at then current rate of exchange $305 Cdn (FOB Vero Beach Fla.) The Army balked (and ignored the testing that had lead to the SOPMOD RIS/RAS) and adopted the Diemaco designed TRIAD-1 (or pitchfork as I like to call it).

TRIAD-1
align="center"|
align="center"|
colspan="2" align="center"|TRIAD not compatible with Canadian M203 as PAC/PEQ must be moved to a different mount.

Due to both budgetary concerns and the desire of the Infantry Corps RSM to have a weapon suitable for rifle drill (not SMG drill) the 20" barrel was retained - despite the desire and recommendations of the soliders that had been deployed to Kosovo to adopt a flat-top version of the C8 for Infantry usage.

As well, despite soldiers desiring a more robust scope than the C79, a program was put to replace them with the C79A2 - effectively the same scope that has an upgraded mount and available in civilian circles. No effort was made to obtain a Close Combat Optic that the US and Allies had been leaning to since the Somalia conflict.

Then several addtions where decided upon in order to make the weapon easier on left handed firers. A modified version of the Norgon Ambi-Catch was added to the mag could be released from either side of the weapon, however for reasons unaware the Diemaco version had less of an engagement surface and was easily bumped and the mag would fall out -- After speaking with Robert Garrett president of Norgon LLC he went to Diemaco and corrected their error. Apparently someone had thought with less engagement surface it woudl make for faster reloads...

A "tactical" charging handle was added - the idea was that left handed personnel could charge the weapon easier without removing their hand from the pistol grip this way -- however it was a large piece of metal that stuck out from the weapon -- getting tangled and bent often.

When 3PPCLI returned from Afghanistan with the first "real" combat deployment since Korea a number of weapon modication recomondations where made specifically to adopt the C8SFW en masse for the Infantry.

In DLR 5-5 Maj Louis DeSoussa was listening however he had a limited budget and a LCMM that beleived he knew better.

So for Roto0 Op Athena many C8's where made avialable for the Infantry and supporting personnel in the form of a C8A1 (flattop C8)
AND Maj D had ordered the C8A1's from Diemaco with an added perk - the EOTECH HDS (holographic difraction sight) (a close combat optic that had been in use with Canadian SOF very sucessfully for the past few years)

Roto2 Op Athena was the first widescale issue of the C7A2 -
*the green furniture was not the right choice for desert warfare
*the 20" barrel was not appreciated
*The TRIAD had numerous problems
*etc.

Currently the idea is to tranfrom the Land Force to the C7A2 and the Infantry units and supporting trades will recieve the C8FTHB (Flatop heavy barrel - effectively a C8SFW without the KAC M4RAS)

What the end state was
*C8
*C8A1
*C8SFW
*C7A2
*C7CT
*Remington 870
History of 3 FER
The Montreal Engineer Company
On December 21st, 1862, the Montreal Engineer Company was raised and the following year a second one was raised. The two companies were later amalgamated into a single unit. This unit supported the militia throughout the 1870s and 1880s. The Montreal Engineer Company is disbanded on 16 December 1892, five days short of its 31st birthday.

4 Field Company Canadian Engineers
On February 1st, 1903, a new field company in Montreal was raised. Recruiting for the company was conducted in the downtown area and in Westmount. In August 1904 the unit was officially named No 4 Field Company Canadian Engineers.
At the outbreak of World War One, 4th Field Company Canadian Engineers went overseas as part of the 2nd Canadian Division. The unit arrived in France after training in England in September 1915 where it was immediately sent to the front. 4th Field Company experienced the misery of trench warfare first hand as it slogged through the winter months.

The company saw its first major action at the St. Eloi craters in April 1916. The sappers went forward to help the infantry defend a series of craters blown under the German lines, but the terrain soon turned into a mud bath as rain poured down for days. The Germans were quick to counter-attack, and during this battle, 4th Field Company distinguished itself time and again.

The company supported operations during the Somme offensive and later in the fall at Courcelette. Throughout the battles, the sappers enabled the Canadian Corps to live, move and fight in the field, in spite of terrible enemy artillery and machine-gun fire. During the first months of 1917, the company assisted in numerous raids against the German lines, and later took part in the assault of Vimy Ridge. In 1918, the company fought at Arras, Amiens, the Drocourtqueant Line and the Canal du Nord.

At the Canal de l'Escaut, the newly formed 4th Battalion Canadian Engineers won the first and the only Victoria Cross in the engineer corps. While moving forward to secure the bridges across the Canal, Captain C.N. Mitchell MC, raced onto a bridge under the most severe enemy machine-gun fire, and ignoring a group of Germans trying to counter-attack, and another group trying to destroy the bridge, he ripped out the wiring and the charges before they could be detonated.

The 4th Field Company returned to Montreal after the war to continue its service as a militia unit. At the outbreak of World War Two, it was once more off to Europe, this time as part of the 1st Canadian Infantry Division. The company served in Italy for most of the war, returning to Northwest Europe near the end.

16 Field Coy Royal Canadian Engineers
Following the invasion of France and the Battle of Britain, 16 Field Coy was formed on 2nd July 1940 in Montreal

The Canadian engineers landing at D-Day consisted of 5th, 6th, 16th and 18th Field Coys, Royal Canadian Engineers and the 3rd Field Park Coy. The 16th Field Coy was assigned along with 6th Field Coy to support 7th and 8th Canadian Infantry Brigades landing at "Mike" and "Nan" beaches.

The Royal Canadian Engineers uses the motto "First in... Last out", and this is said with absolute truth and distinct pride. Before the first infantry and tanks could make their way onto the beaches in Normandy, the Royal Canadian Engineers was put ashore to clear the way. Landing at H-Hour, 16th Field Coy was responsible for clearing mines and obstacles while in water up to their waists and under direct fire from German positions inland. As the infantry overran the enemy positions, 16th Field Coy moved inland to support their operations. Enemy snipers were the worst problem. While traveling between clearance parties in the mid-afternoon,

3 Field Engineer Regiment
On April 30th, 1945, the war in Europe was over. Both 4th Field Company and 16th Field Company had ended the war in northwest Europe, and were soon returned to Canada where the two companies were demobilized. In deciding the post-war makeup of Canada's army, the Minister of National Defense wanted to ensure that all units which had active counterparts in the war had a continuing role at home. As such, Headquarters 3rd Divisional Engineers was formed in Montreal from the pre-war Headquarters 4th District Engineers.

In 1947, the 4th and 16th Field Companies was brought under the command of the 3rd Division Royal Canadian Engineers HQ, which became the origin of the present day regiment. The following year, the unit officially acquired the status of regiment, becoming the 3rd Field Engineer Regiment

The Korean War
During the Korean War, the regiment had many of its members join the Canadian Army Special Force (CASF), which formed the 25th Canadian Infantry Brigade. Among those was the Captain N.E. Cooke who served with distinction for two years, being once mentioned-in-dispatches (MiD). He will later take command of the regiment in 1966. During the 1950s, Canada embarked on a plan of civil defense, using the militia as the base of the plan. The regiment participated in this plan, sometimes with mixed feelings, but nevertheless continued its support of the city of Westmount and Montreal. In 1954,

Crisis in Quebec
On the night of 16-17 May 1963, fifteen bombs were placed in mailboxes throughout Westmount, as part of the increasing FLQ crisis in Montreal. For his courage, SSM Walter Leja was awarded the George Medal by Queen Elizabeth II.

In the Present Day
On September 27th, 1981, the City of Westmount presented 3rd Field Engineer Regiment with the privileges of it's Freedom of the City.
In June 2004 the City of Montreal presented 3rd Field Engineer Regiment with the privileges of it's Freedom of the City

Combat Engineers are one of the combat arms of the Canadian Forces .

General
Engineers perform a variety of both construction and destruction tasks on the modern battlefield; in the most modern sense Canada first had its own military engineers from 1903 and the creation of the Canadian Engineer Corps. Several name changes occurred in the 20th Century, and the Canadian Military Engineers were so designated in 1967 following Unification of the three armed services in Canada into an integrated military.

Primary Role of the Engineers
To permit friendly forces to live, move and fight on the field of battle and to deny the same to the enemy.

Secondary Role of the Engineers
To fight as infantry when required.

Motto of the Engineers
Ubique (Everywhere)
