Government hints at boosting Canada’s military spending

I have long said that you could fund the CAF to 4 percent of GDP, but we would still lag behind in NATO and be much the same where we are.

It's never the money, it's politics. It's procedures. It's the pork-barreling in our defence spending that makes us a paper tiger in NATO.

My only hope in all of this for the CAF and the GoC, whatever the political stripe that may be, is that it will rouse them out of the "Peace Dividend" slumber. The world has been unstable since 1945. We have used geography, proximity, and association as a Defence Policy ever since. ICBMs don't care how close to the U.S. or how far from Russia/China we are.

Don't give us a dime more, but let us spend money on defence like it matters. The fact we follow the same rules for purchasing a fighter aircraft as we do for buying office furniture for a Service Canada office is disgraceful. Don't treat defense procurement as a stimulus package for Canadian Industry. There I said it.

We spend so much money, time, and effort trying to get that money to stay in Canada; be it by awarding contracts to companies with no capability to produce items without first "retooling" and"developing the production lines", or by hamstringing perfectly competent and competitive bidders by forcing the project to be made in St. Margaret de Poutain de Champignon, QC because the ruling government either lost the seat in the election, or won it with promises.

We spend so much money and staff hours jumping through TBS regulations that are great for other departments, but are terrible for defence procurement. Some items you have to sole source, because there are technologies and capabilities no one else makes. By doing the bid process, you get companies clamoring for a project they can't deliver on, but because they tick the bright boxes on the score sheet....

I truly and honestly belief we need to split from PSPC and legislate that its not beholden to TBS, only to the PBO/PCO. The guiding principles of this new Defence Procurement department should be "Off the shelf, from somewhere else" if there isn't an industry in Canada.

BOOTFORGEN has demonstrated how well we do when we are able to actually get what we need, instead of lining the pockets of a Canadian company that got lucky.

That, but with tanks, fighters, ships, weapons systems....

Canada is interested in military-industrial and defense cooperation. Throughout this war, we have gained significant experience in the production of EW systems, long-range missiles, and drones. Ukraine is ready for joint production.

Are they just going to teach us how to make drones? Or are they going to teach us how to keep pace with the battlefield and rapidly adapt procurement?

I agree - but consider this to be a large Family Reunion where we are that long lost cousin that moved far away from the family and has an ‘on again, off again’ relationship with most of the younger family members. The older family members have fond memories of us, memories of us coming to help in serious matters, when the chips were down, with no questions asked or expectations of compensation or recognition. But those older family members are dying off or no longer hold the sway that they use to have in the family. The younger family members are wondering what we are doing there, why did we show up, a few are even wondering if they should continue to invite us to these reunions.
So, with all this in mind, we can’t show up to the family reunion with some store bought cake, 2 bags of chips and a case of water. No - we freaking have to show up with a whole roast pig, 2 kegs of beer and a live band - and make a lasting impression on all the younger family members that we are worthy of being invited, we brought enough food for everyone and we all drank and danced onto the sun came up the next morning.

What I’m trying to say is this, if we decide to pivot we need to jump in with both feet and be fully committed 110% going forward and come to the table with some serious coin and capabilities from here on out.

The critics would reply — “That’s stupid, why not pay people to build roads and schools”

Keynes would respond by saying — “Fine, pay them to build schools. The point is it doesn’t matter what they do as long as the government is creating jobs”

Will Carney pay to build ports and pipelines?

Unlike many of the Europeans we have things to sell that we could use to pay back any debt in relatively short order. Assuming The Donald lets us hang on to it.
 
If there are two problems, Technical Trades and Combat Arms, perhaps their should be two pots of money and two training systems.
The two are starting to intermingle. These days an infantryman has to adapt to a digital world, whereas we in our day were analog.

Former European Central Bank chief to lead unity government as it tackles Covid and economic slump

The former European Central Bank chief Mario Draghi has been sworn in as Italy’s prime minister at the head of a unity government called on to confront the coronavirus crisis and economic slump.

Draghi, a respected figure at home and internationally, managed to convince almost all of the country’s main parties to support his government, with leaders from the far-right League and populist Five Star Movement (M5S) adopting more moderate, pro-European tones in recent days.

Draghi’s appointment ends weeks of political turmoil triggered after Matteo Renzi withdrew his Italia Viva from a ruling coalition made up of M5S and the centre-left Democratic party because of clashes over how the government was planning to spend the €200bn-plus that Italy is poised to receive from the EU’s Covid-19 recovery fund. Renzi’s move led to Giuseppe Conte stepping down as prime minister.

Draghi, nicknamed “Super Mario” for his role in saving the euro, also has overwhelming support from the Italian press, which over the last week have feted him as “a new Italian miracle”.

There is a difference between using and servicing. I use lots of stuff that I have no clue about what happens after I press the button.

I had a real issue with the new improved radios - it was almost like you needed a degree in programming to get it to work. I hated them.

Yes servicing is different - but you need to try to at least troubleshoot it.
 
Carney has spoken to France and the UK already. Hopefully something in the works.
Using a word that I’ve learned to dislike and distrust when speaking about expanded CAF capabilities and restoring it back to us proper standing - ‘hope’

Most likely such stupid politicians less appropriate for Canada. 2015 ones already canceled F-35 purchase. It took 10 years to figure out own bad move and get back in line for new jets.
This guy have no even slightest idea about complexity of acquiring such high tech equipment, leave alone establishing own national manufacturing. And he is hopping to be top leader of Canada.
