In VA you can resist arrest with up to, and including lethal force if it is an unlawful arrest.
*tends to make sure that people don't get jammed up unlawfully.

Most jurisdictions allow for unlawful arrests to be resisted - I think the ICE folks went a little off the reservation when considering who they where dealing with, and then everything went off the rails with pushing and shoving on both sides.
