Yes on closer inspection, it does seem like it will exclude anyone pensions after 2006. Bummer.

So anyone who got benefits under the NVC (i.e. anyone who got benefits after 2006) won't qualify? That seems unlikely given the enourmous number of vets who qualify. Are there really 300,000+ living vets if we remove everyone who qualified in 2007 and later?
