Carl is a great dude who is passionate about H&A and has dedicated most of his career to improving the Canadian Honours System (among other efforts, I believe he was the lead on the design and creation of the SWASM, GCS, GSM, and OSM, plus bringing back naming of medals with the recipiant...

    King Charles III Coronation Medal

Based on public information available via the Office of the GG, both received their awards from the Premier’s Office, not DND/CAF. So these awards did not count against the CAF allocation,

It seems like the standards vary province to province. In NB, police, fire, EMS, etc all seem to wear their 'unofficial' medals on the right side of their uniforms, whereas in Alberta, there is a culture of 'wear-em-if-you-got-em', even if it's 4 medals for the same service. Special Service Medal - Domestic Operations Bar

Legend has it that someone in Ottawa converted imperial to metric length incorrectly many moons ago....3.5" is closer to 9cm than 10cm. There is another rumour that mentions that the RCAF imposed longer court mounting length to account for the DFC and ACF size. Somehow that became the standard.

And changes to medal court mounting length.... Court Mountings. Court mounting shall be used. The length from the top of the medal bar suspender to the bottom edge of the medal shall be 9 cm. Special Service Medal - Domestic Operations Bar

As long as folks are deployed full-time on named operations outside of the country (without family and F&E), medals such as the SSM are suitable. There's a variety of 'nice spots' around the globe that have qualified for the SSM-EXP....including, but not limited to, Jamaica, Malta, Cyprus...
