You can always apply. Positions are filled for this fiscal year but you should still apply as soon as possible. Things will be slow and you will be waiting until the start of the next fiscal year (April 1, 2013). But the sooner you apply the better, that way you get your foot in the door.

You don't need to include letters of reference. In fact, they don't even ask for it. You probably just saw it on the DND website that shows the progress of your application, right?

If you aren't interested in any post secondary education, your best bet would probably be to get a full time job and work until the next fiscal year comes around. Having a job would keep you busy and show that you can handle a commitment. Also, volunteering would be another good use of your time...
