American banks can move to Canada anytime they want too, they just have to follow Canadian banking regulations which are much more stricter than US regulations.

He’s skipping 9/11 because politicians aren’t allowed to speak during Ground Zero ceremonies. So he’ll be at the Pentagon giving a speech about how wonderful he is. Unfortunately for him most of the audience will be quiet as they were last time. Then most likely he’s off to golf.
Ironically, Biden will attend Ground Zero even though he’s dying.
