Built in 1977, likley a thru hull failed and there were no working/monitored alarms. Always remember a boat/vessel natural state is resting on the bottom, rotting away, anything else is an artificially maintained state requiring time, money and effort.
Something that no one else buys, no parts are made in Canada and any parts as part of the contract are at 25% of what is needed. Also the company building them goes under and the IP and Licences are locked up in a legal dispute for 10 years.

As I understand it, in civil court the bar on evidence is much higher. There does not seem to be a dispute about them being found with it, just the methodology? You can sue for likley causing damage to the city based on the cost of dealing with the drug and the attending issue.
