You don't have to have had your 404's for a year.
You do however, need a Dvrss crse with trg on a core veh ie.LSVW. This is because the MILCOTS is still classed as a conversion crse. Same thig happened back when we got the LS.
The conversion course if done correctly should take 2 days. 1 day...
One of the big show stoppers is time. We don't have the time to train up to the same level. It's not just MPs who have this problem all reserve trades do. It doesn't make them less of a troop we just have different roles. There is a gap in capabilities in all trades between regs and res.

For Police type trg I want to see us do accident investigation. The majority of issues we dealt with in Bosnia were TA's. We'd have to get some use of force trg to provide commonality of equipment ie Sigs etc...

As someone who does this sort of thing on a regular basis...there is nothing illegal about the use of flex cuffs and blindfolds/bags over the heads.
Not everyone carries handcuff keys with them...flex cuffs are lighter than belly chains and you can carry more.

As far as I know it depends on the what restrictions were put on upon release. Your local CFRC should have a better answer and if they do a VFS find out suitability.

One way would be to have health professionals working for the universal system for a set number of hours per day and if they want to..they can set up their own for profit clinic. As long as they provide the federally mandated service I see no issue with them having something on the side.
