Last time hubby deployed his HLTA got pushed back due to "an administrative mixup" and he was gone nearly 5 months before he was home. That was a long stretch for me and the kids. You can't give to some and not to others base on family/marital...
... still not sure if I will be available ... but if I am not elbow deep in spackle and/or pumpkin pie filling I will mke an effort to get into town haha.

I work at RMC in the Continuing Education Divison... and I take my DL University courses with Athabasca ;) They are awesome. By far - the most flexible and accomidating...
For College level courses I use Loyalist College.

You don't enrol in your QL3 - you are course loaded. This will all be taken care of for you - and you won't be the only one.
Your best bet for specifics is to ask your chain of command, and/or speak to someone at CFSCE.

I have owned/worked on several different types of laptops int he past 10-15 years and agree that the Dell are SERIOUSLY overpriced pieces of kit.
I didn't have many problems with it, but by the time I added all the hardware that was "current" in other systems I paid over $5000 -

Hubby's Regt (he's doing the 1/2 marathon) told him last week they changed their minds and aren't going to pay the TD, ... finding a hotel in Ottawa that weekend was anything but easy but we lucked out! The kids are very excited to watch daddy ! (If they can see him in the crowd!)

You could always check the R&D cell with CFTDC/CDA too - they are experimenting with incorporating that sort of thing - gaming and sims - into some of their online training.
As another option, you could join in another trade that could help "pad the resume" and do the schooling at a distance:
