    It's not.... Aid to civil power is the responsibility of the Area in which the disaster happens ie, Toronto Blizzard = LFCA. If the Area responsible does not have the resources to deal with the situation, other Area's are then tasked to assist ie, Winnipeg Flood = LFWA, LFCA, & some of LFAA.
