My guess is yes, and some transferable skills that could be useful. More importantly the PS has the legislation to protect jobs and allow people to train and deploy.
Appealing to that alone is why we can’t retain anyone. I know you know this.
While all nice and all, there is a generation or two that while those are seen as good they are not the primary motivators.

I think people looking at this are not looking at it from a different perspective. I suspect the goal would be to have a pool of people with some min training in order to shorten training at a later time if mobilized or to do limited tasks to take pressure off the trained effectives.
That’s the key. What would be the incentive? Overtime? Pension credits? Extra time off?
Doubtful. Not everyone is going to be forced to do this. Nor would a lot be considered for things like medical.
Strangely at the RCMP, when they do surges for things like G7, the convoy etc, there is no shortage of PS types that volunteer to go to those things.
Incentives are OT, a chance to do something else and travel a bit. Some are short stints of a few weeks to longer for some major events.

First off it looks voluntary. Secondly they would only be subject to if mobilized I would think. No different than the PRES at this current time.

Security clearances would not be an issue. Can already be released for annual service/checks etc with rules that already exist. Assuming some sort of compensation for this, you could get some takers. Could have plenty with some transferable skills.
