I find it highly interesting that the text of the NG mobilization order from the President does not make mention of any specific state or city, and that the number be no less than 2000, but also does not state a maximum. This leaves the door open for further mobilizations in other places IMHO.

You can probably bet that head shots, even with less-than-lethal rounds, are not sanctioned by any police force. I would suggest that a head shot could transform the round from less-than-letal into lethal quite quickly.
