Well if they where to tell you that once your new plate was in you had to turn in your old one to be "recycled" in the system it would. And if more people would turn in there old ones rather then decorating there garage walls with them that would probably help as well. And even if they didn't...

Well we keep our players to only the regulars, kinda an incentive to show up regularly. Or occasionally we will let someone that is in the recruiting process join us for a game.
