As far as I know, the closest an Officer would get is the Advanced Recce course, after which he may be posted as commander of the Recce platoon, where he would have several sniper dets under his command. It would be a waste of time and ressources to send an  Officer on a sniper course.

The fact that troops were told to wear green instead of arid colour uniforms to distinguish themselves from US and other ISAF troops was in official DND press releases. I though it was a cowardly policy at the time, but no one seemed to make a big fuss about it.

I don't know if a society can realistically support more then 2 equal parties. In Canada we basically have 1 party (the Liberals), and several special interest groups (like the Bloc) and in countries where they have 3 or more parties, the governments are inherently unstable.
