Officer induced jeopardy doesn't have to be deliberate. It could be the result of poor training or situational awareness (not reading the totality of the situation). Some of his fellow officers reactions would apeak to that with their "oh, hell, no!" type reactions.

I've heard that the training some of the new ICE officers get is pretty rudimentary.
We Canadians don't have the tactical and situational insight that POTUS47 does so maybe we should just let the grown up determine what awards that ICE officer will receive. (still need that sarcasm emoji)
Not naive at all. Trump has never intimated that us, as citizens of the 51st state, would not share the same rights and privileges as residents of the other 50 states. Even Puerto Ricans have that.
