This has been a push for some time, and I had a front row seat for the development of options for a JFC. At the time (well pre-COVID), the imitative was being slow rolled by the DM of the day for much the same reasons that the PFEC release was delayed by years....

The trouble is that if Trump threatens to cancel / withdraw etc, even if that is not a viable option, there will be an outcry in sectors of the Canadian commentariat who will immediately use this as proof that the Gov of the day isn't strong enough, or manly enough, or whatever...
I think it highly likely that Trump will use withdrawal from USMCA as a threat to coerce / bully the other parties to the agreement.

Hopefully industry can walk and chew gum at the same time. As to the broader issue of ITBs, most big primes have huge ITB requirements to fill. Companies like the ones I work with aim to help them with that, especially the 9X multiplier for "research"
I think this may be blown out of proportion. The only foreign reporting that I can find on this issue is BBC - with a single short article. Not surprising given the full statement Carney made:
