They're of little use to the stated priority of defending the Arctic then. If the money's there then get something to project power into the arctic. Something to get the Army to where they're needed and land them with support from helis. If done right these same vessels can be used anywhere else...

The Cavour, Mistral, etc, are fine ships but they would not be something to sail north into arctic waters very often, if ever. Canada would need ships with similar capabilities that are ice capable to at least the same as the AOPS. A modified Wallenius Sol or more likely built for purpose...

Not sure the Canberra could operate in a lot of the arctic. I suggested the Damen 13220 because it is a smaller vessel but even it might find it "tight" in some of the passages.

A more modest ship but if the hull can be strengthened for artic operations it gives capabilities to move limited men and equipment globally. 2 or 3 vessels would be ideal...
If there's a need to fill some gaps then limited builds such as a hydrographic survey ship for the arctic and 2 or 3 smaller LHD ice capable ships able to move vehicle and rotary assets are surely lacking.
