C6 IS covered - it's not crammed in... It's part of the TP (training plan)
No, comms units do not have C6s in their vaults, but, it's still important to learn. Also, it's very easy to borrow them from other units if we want them on EX.
As for not having blanks - there were C6 blanks last...

1. Quarters last year was a converted school house (T-100) it was barracks style with 2-3 rooms per platoon. Supposedly, that will change this year to something similar but different building. To be honest, I don't think it will be done yet.
