According to the project itself the MILCOT is a "Militarized Commercial Veh" so a brief familirisation and road test is all that is req to be qualified.
A couple of comments
1) Apparently the VOR for the Stryker fleet in Iraq was 98% despite the fact that they looged over 3 million miles in a 12 month period.
