CBI 208.997 points you to the NJC Travel Directive to define "quarters at public expense." http://www.njc-cnm.gc.ca/directive/index.php?sid=93&hl=1&lang=eng#tc-tm_3_1
I see nothing in there that says you are entitled to a private bathroom....
Your best bet would be to query your CoC on the status of your file and make sure that they clearly understand your situation. Waiting months is definitely on the long side for getting the posting status changed.... Getting IR benefits however will now only cover the cost of your quarters, not...
A posting status change would still have to be approved by the CM, for pers that have reached their occupational functional point, or the appropriate Managing Authority for pers on the BTL.
This may not be what you want to hear, but a unit CO would have very little power to grant a member relocation related benefits beyond, supporting or not supporting the request to the appropriate authority...
If it is IRP related, and is not with in the authority of the B Admin or or BComd...

The best way to cut the budget is to have "more teeth and less tail" as you will significantly reduce your staff capacity to execute the capital program and to spend NP funds as well. Ever since we started the manning reductions we have been returning record amount of money from year to year.
I've seen the VCDS direction that kicked off the planning for this dated late last fall, complete with a list of priorities to be resourced. The goal at the time was about 3000 PYs (Reg F only.) The focus was not increasing the "existing teeth" but resourcing new capabilities (space, cyber...
I can see what dapaterson is referring to... I worked at a unit where civilian cuts, reserve cuts and internal RCAF PY "reallocation" effectively cut the establishment by 20% with no decrease in workload. The pers most vocal about the need to cut back customer service hours, and services...

The verbiage states: "Place of enrolment or any location provided that the cost does not exceed the move to the place of enrolment. Reimbursement of benefits as per art 14.3.07."
You are right, I just looked at the CF Relocation Directive and with less than 20 YOS you do get a move if releasing on completing TOS. Both cases I referenced above the mbrs had not completed their current TOS.
I had a mbr get out this year after 13 YOS and all he got was a lump sum that he could transfer to a closed retirement account.... I don't think you get a move anymore until you a pensionable.
A friend of mine was in a similar position last year and his benefits amounted to a hand shake and a luncheon. You do not get a move nor do you get severance pay anymore nor a return of contributions for you pension....
You would start as a DEO (Row C in the pay scale). Which level depends on your previous education and experience. I know a number of people that started at pay increments 2, 3, or 4 based on their civilians education and experience. Only the recruiting center can give you more accurate info...
Any trade with a Jimmy cap badge(communications) is likely to get you to Kingston from time to time. However, I would not bet on being posted to Kingston for the majority of your career.
