    That all depends if Carney still won the election or not, I do believe his mind set wouldn't of allowed him not to hit the 2% at the bare min. He firmly believes in having a back up plan, and his foreign policy back up plan is the CAF for when diplomacy fails.

    simple question did you look at the reasons for our slumped per capita gdp despite solid gdp growth every year? because per capita GDP is one of the few metrics being used to criticize the government right now because of its poor performance compared to other metrics.
