To elaborate for the OP, this is largely due to a back-log in the training system and not so much a lack of a need for these positions. As the back-log clears, the number of positions available will change based on training system availability and CF need for the occupation.

Also regiment's are individual military units, not an organized 'service' in the traditional sense per se.

The Navy rank slip-ons worn by all three elements of MPs in patrol dress doesn't help with figuring out the proper rank differentiation either (for badged members on duty obviously)...
haha, I'm more like one of those MARS officers who is closer to that happy medium on regaining our naval heritage. I support the change but if nothing happens, I'm not going to go nuts over it. I'll leave the staff paper to one of our greener members/sailors or perhaps the OP of the thread ...
I would think a staff paper would have been done up on topics similar to this in the past. However, if someone wants to write one up and share it, I think this would be a great idea.
I would argue that if we did something wrong in the past, we need to fix that wrong into a right first, THEN change the way we change things. This based off of whatever you define to be a 'wrong' in the context of your post.

Unless this has changed very recently, my understanding is that while a BWK is no longer a pre-req for promotion to SLt, having a shipboard OOD qual is a requirement for promotion to SLt in the Naval Reserves. In the reg force though, promotion to SLt comes after completion of MARS IV now...
This is great news from an organizational standpoint. Hopefully the transition can be made smoothly for pers living in the NCR over the next several years.
For my own curiousity (as I genuinly don't know), but does the principle of universality of service not apply to members serving in the cadet program or the Canadian Rangers? I thought (but may be mistaken) that this applied to all members of the CF in uniform; but I guess it would make sense...
