Best bet is to call the RC and follow up with them, they are the only ones that can give you a time frame (if any).

Agreed, but isn't the purpose of both EI and school taxes supposedly for the benefit all members of society?  School taxes especially.  Charging for parking and those such taxes seem like apples and oranges.

No problem.  Just remember good things come to those who wait; spend the next year getting in the best physical shape possible and make yourself that much better of a candidate all around.  If you really want it, it will be worth it. 

To find out if *your* drug history may affect your enrollment, the best thing to do is to apply and when they hand you the drug sheet to be honest about your use and let the officer reviewing your file to tell you if *your* history qualifies for a waiting period or not.
