    It might be more of a 'different people' than different time. My father-in-law was in the Vets wing at Sunnybrook until a few years ago. Things like booze and on-property smoking (designated areas, but lots of them) were still a thing, mostly in acknowledgement of their service.

    That certainly was the case with the Eaton family. From what I've seen, often kids don't want to take a business over because they saw what dad had to do to keep it going and they don't want any part of that, or they simply don't have the interest in whatever business dad was in.

    From what little I know of it, the prescriptive Quebec model has much merit. It defines both what municipalities can and cannot have a police service and, if they do, what it can do.

    Thanks. Ottawa is somewhat unique (probably in more ways than one) because it is responsible for a large, populous city plus a georgraphically-large rural area. There are a few other large single tier municipalities, like Sudbury and Chatham-Kent, but not as 'unbalanced'.
