What you are describing is called “zoning”. It exists and depending on the age and design of the building can be really expensive to retrofit.

In this day and age of Modern radios, crypto, weapons, Controlled Goods and force protection, multi-use armoury spaces where the community can just come and go are sadly over.

Start looking in local industrial parks for warehouses. Or bankrupt car dealerships. Do the deals that make sense, right now.
