Solicitation is not
If you start a project with a solicitation, you are going to industry before you know your needs. If you end a project with a solicitation, then you have no fielding and implementation.
Do you think published solicitation documents are the same thing as projects? Or that projects don’t exist until they have something published? And that once the solicitation is completed the project is over?
What does “considered protected” mean? Protected is privacy act stuff. Classified material (depending on level) requires as much or more security than the highest of protected material.
Do the Alberta Sheriffs use radios that are protected as classified assets across multinational user community? Are they connected to network with anything higher than Protected C? Do they hold antitank weapons? Do you think the CA has no greater security requirements than the sheriffs?

We have "BMQ lite" (and "BMQ plus") programs linked with indigenous out-reach and high school coops. Every one of these programs enrolls the trainees into the PRes where they are paid and covered in the event of training injury/accident. If you want people in the PRes, recruit them into the PRes.
