Wow, gc I didn't even know that until now. My 3 choices were Signals, EME and CELE, so obviously I won't get selected for Signals. Thanks for the answers guys.

The reason I am asking is that I am in the coop program at the University of Waterloo and I will most likely be working for a company in California during my next coop term (May - August). I just need to know if I'm gonna have to fly back to Toronto during my work term.

You are right. They told me the same thing. Although it was approved by the CFRC, the guys in Ottawa have the ultimate say. If everything gets checked out by mid december then you can make it on the early selection board.
