I’m still not sure why the Senate and House have to agree on whether or not the USAF and USSF can have facial hair, especially when shaving waivers are already a thing.

Because the Congress is heavily populated with reactionary old farts (not necessarily aged in years, but in mindset) who view anything that changes the makeup, diversity, modernisation and/or appearance of the American military as "woke" and hold the power of the purse and approval of promotion of senior officers over the leadership of the military departments.
