Canforgen/leave after military course

Good Afternoon everybody,

So here's my situation ... I am from 17 Wing Winnipeg Det Dundurn in Saskatchewan as an Atis Tech ... Yeah I know Dundurn! So in Februrary 2015 I went on my QL5 qualification course in Trenton. After my course I took some leaves ( 2 Admin leaves and some annuel since my family are in Montreal). My CoC told me that I had to pay my return trip since I was taking leaves after my course. After reaserches I figured out that this information was true until they changed the Canforgen in April 2013. Now I want to do an Intense of Grievance but I can't find the Specific canforgen on that. I have read the CF leave policy and it wasn't there. Does anybody knows where the hell I can find that reference to insert into my intent of Grievance.

I don't have a specific reference for you at hand. That being said, taking leave after a course does not make you responsible to pay for your return to your unit. You would be responsible for extra costs associated with your being at a different location than where the course was held, but the CF was going to pay for your return trip from Trenton (in this instance) regardless. There might be something helpful in the CBI or DAOD.

FWIW, I think you have a case.
 
The leave policy manual and TD instructions are http://www.forces.gc.ca/en/caf-community-benefits/temp-duty-travel-instructions.page.  A lot of it is dependent on the particulars, but I`d start there.  There are some items there about exemptions from having travel covered after the first 500 km if you choose to take a PMV vice the most economical means (plane?).

Normally though, I`d start by asking my unit what they referenced, doing some research, then talking to your CoC and/or admin cell.  Sometimes this stuff is simple misunderstandings as the rules can be complicated which are easy to fix, so better to make sure you've exhausted the basics before looking at a grievance.

I was attach-posted to a USN ship for RIMPAC in 2010. That means I was in Hawaii for 4 weeks (3 of which were at sea). I wanted to take a week of annual leave at the end of the exercise, and I thought, "Hey! I'll already be in Hawaii! Why not take my leave there!?" So I staffed it up the chain of command and it was approved.

Since they were paying for my return flight anyways, I just had them book my flight for the day my leave ended, vice the day the exercise ended. There was no difference in the cost of the flight, so I had to pay nothing.
