MCpl after MOD's 1-3

I have completed my MOD 6 however I have some friends who are on their PLQ MOD's 1-5 right now. They were given a briefing stating that a new policy was coming into effect and people were going to be being promoted to Master Corporal after completing MOD's 1-3. I know there is a big push on junior leaders right now but isn't this a bit too far?
 
This may apply to purple trades. MCpl is a controlled (merit board) rank in the purple trades, and pers can be promoted A/LQ.
 
Never heard of anyone getting appointed to MCpl after only MODS 1-3.

Me neither - as a rule, anyway. We can be promoted with or with out a PLQ - our merit boards do not take PLQ into consideration as such. Now to KEEP your leaf you need to have passed a PLQ. You will be considered A/L (acting lacking) until you have passed. At no time is a promotion automatic upon completion of any course.

And to clarify the above even further:

In our purple trade, pers can be appointed A/L without the PLQ.

To retain that appointment:
Air & Naval uniform wearers must successfully pass PLQ Mod 1-5 (they do not do Mod 6); and
Army purple must successfully pass PLQ Mod 1-6. None of that "CFPLQ" crap for them.

This course (either the 1-5 or 1-6 for Land Suppies) is 'supposed' to be successfully completed within 2 years of the date the appointment to A/L is made or the leaf comes down.

And, as another point of clarification ... although no PLQ is required for appointment to MCpl, our merit boards certainly DO award extra points to Corporals who have already successfully completed the course; points that a non-PLQ mbr will not receive - so it certainly is being taken into consideration wrt merit listing #, it's just not mandatory for the appointment to occur.

 
Although there has been the first person to be given mod 1-5 with merit just recently (he doesn't have to do it, but has been credited with it). Mind you he does still have to get his Mod 6 to get his leaf, but he never had to and never will have to get his 1-5. Weird eh?
