NCM applications and the DEO priority

I applied as a Combat Engineer some time ago, and after hearing about DEO priority I have some questions about it and my trade.

1.) Do NCM applications still get worked on during DEO priority?

2.) I applied and finally decided on CE shortly after my CFAT on April 21st and have not had approval to move forward from the CFRC since that time. Ultimately I wonder what that means for my application as the website says the CE trade no longer says hiring.

Additional info that may help:
My application started Feb 29th.

I changed trades to Solely CE on or about the 23 of April.

I haven't experience in the trade to any degree.

The Captain I spoke to after my CFAT did say I was top 80% for score and qualified for everything.

Applications for the various Entry Plans are worked on year round and at times more priority will be given to certain Entry Plans during specific times of the year.

Given the timelines that you have mentioned above, I'd suggest you contact your local Recruiting Detachment and ask for an update on your application.  If what you say about being "top 80%" is anywhere near being true, you probably should have been contacted long ago for "continued" processing.

I understand being a skeptic of the score, regardless I contact once a month and his replies are a generic no news yet and based on the scores and your trade i expect you to be approved in due course.

I did disclose use of marijuana on my form, but it was over two years ago at the time of my CFAT and he did not seem bothered by it.
