pay raise tax

A bunch of us at work received our mid April pay statements today, and although its nice to have all this backpay... I do question why it is taxed at a whopping 55%.
I have heard some say it was "just to be on the safe side" but, come on... 55% is too safe.. I guess we will just have to wait another year to recieve the rest on our income taxes.
