Shoulder injury

I'm not sure if I should post this in the medical forum or Recruiting Enrollment. But anyways, back in '06, my friend dropped out of the military because he got injured in his shoulder through some courses he have done. For couple of years after the injury, his shoulder started to heal properly. Last year of '09, he reapplied for infantry and the recruiter told him that he's second on the list to get hired.
He called in today to see what's going on and the recruiter told him that he's still on the merit list and want him to call them back in couple of weeks if he doesn't hear from them.

Is there a chance that he'll be able to get in again?
 
If your "friend" has gone through his medical and had it approved (and was honest about his previous injury) and he is merit listed, why would he not be enrolled?

If you're asking if your "friend" can reapply with this previous injury, the only ones who can answer that are the folks at the CFRC.
