3. Not if you mean numbers. Yes, in part if you mean credibility and consistency as a general rule.

You have to have military experience to be STAFF also, if I am not mistaken.

Mike's said that although military experience isn't a necessity, we've yet to have a civvie make a serious bid to join the staff.

There's no requirement to be a serving member in order to be staff. However, we're well situated for staff at the moment, and not looking to recruit. The existing staff are more than adequate, and doing a fine job.
