The Army is reviewing personnel records of nearly 19,000 noncommissioned officers as it seeks to purge the senior enlisted ranks of underperforming, or even criminal, leaders.

The records are being checked for courts-martial, negative evaluations, failed leadership courses, removals for cause, reprimands and other disciplinary actions incurred since these sergeants made their current ranks. Among the reasons for records of reprimands and disciplinary actions are driving under the influence, sexual harassment charges, drug abuse and alcohol problems.

If such sergeants do not voluntarily retire, they will, for the most part, be discharged within six months.

“We’re trying to target those NCOs who don’t understand by looking in the mirror that they are not what the Army needs,” said Gerald Purcell, a Pentagon personnel expert and retired sergeant major who helped devise and carry out the program. “The time to learn and grow from your mistakes has kind of passed.”

After nearly seven years of suspension, what the Army calls the “Qualitative Management Program” is back, providing a means, the Army says, of ridding the service of marginal leaders. The QMP review applies to all retirement-eligible master sergeants, sergeants major and sergeants first class with 20 to 30 years of service in the regular Army, as well as the active Reserves and National Guard.

Some 19,000 senior noncommissioned officers – 3,000 sergeants major, 9,000 master sergeants and 7,000 sergeants first class – fall within the group to be scrutinized, Purcell said....
 
Probably a good idea in any organization to clean out the deadwood.....although I have seen some senior crusty NCO's who get'r done somehow.....they are the backbone of the organization...

Maybe if they cleaned out deadwood at the lower levels also, it might not come to this.  Just a thought.
 
Prior to the GWOT the Army had a policy called up or out. You advanced in rank or were forced out or retired depending on how much time you had in the service. While this policy eliminates dead wood and makes it very difficult for someone to just mark time.
With the demands of the war this policy has been dormant. This also applies to officers and as the Army has been short from Lt to Major some deadwood was allowed to stay.

There is not an organization of any size who does not have people who fall in one or more of these categories.....that does not make them redundant, especially if they have cleaned up their act.....don't be too quick to discard people....

As T6 said there are those marking time, unrepentant, incorrigible that need to be gone....those are the ones that need clearing out.

Never heard of a Snr NCO with a grade 8 education who was a raving alcoholic, and spent half his early career on charge or in jail?

It sounds like as Iraq spins down they plan on cleaning house a little maybe?

Oh please. Like the CF has never seen anyone "promoted & posted" (ie written up highly by one Unit to enable that promotion so that they could dump them out to another Unit) during our lean years of rare funds for postings and zero recruiting -- it used to be one of the only ways a Unit could get rid of deadwood.
